Preventable - work was/is scheduled to begin in 2031
The full project includes replacing nearly 10 miles of water pipe.
While repairs to the damaged 25-foot section are being completed now, LADWP will continue moving forward with the long-term replacement plan.....
Design work is underway, with construction expected to begin in 2031.
Inevitable
The ruptured pipeline, constructed in 1916, is part of the Sunset Trunk Line and has already been designated for replacement.
This trunk line is operating past its useful service life and is scheduled for upgrades. Those repairs completed were six miles west of the broken area
Costly
300 cars were damaged or totaled because of the massive and rapid flow of water
300 cars, with an estimated value from $10,000 - $60,000, is roughly $10M of damage
Two people were caught up in the rapidly flowing waters. Lawyers will heartly seek another $1M for pain, suffering, trauma due to negligence on the part of the City Officers (aka Mayor/Council)
A viral video of a senior with water from the broken pipeline flooding her apartment will also certainly lead to lawyers seeking compensation.
Spotlight...Focus...Timing
The main was 100 years old and scheduled to be repaired
A similarly aged water throughway broke in 2024 in the San Fernando Valley; opinions surfaced the repair and then burst of flowing water triggered a neighboring pipe, equally antiquated, to burst.
Curious
The DWP website has a map which details water outages BUT the outage map will not display IF "...your internet browser options are set to only display secure data."

"As a revenue-producing proprietary department, the LADWP transfers a portion of its annual estimated electric revenues to the City of Los Angeles general fund. LADWP's operations are financed solely by the sale of water and electric services. Capital funds are raised through the sale of bonds. No tax support is received.
A five-member Board of Water and Power Commissioners establishes policy for the LADWP. The Board members are appointed by the mayor and confirmed by the City Council for five-year terms."
LADWP crews remain onsite at the location of a large water pipe rupture that was reported Thursday morning before 4:00 a.m. Overnight, workers made significant progress and finished draining the 0.7-mile-long section of the pipe, as well as the area surrounding the pipe break. Approximately 195,000 gallons of water were removed from the repair site to begin the complex work, including excavation, shoring for safety and beginning work to cut and remove a 25-foot section of damaged pipe.
