Prohibited Reasons for Exiting
Program must NOT exit participant from the Program due to:

• Active substance use
• Failure to abide by participant budget
• Active Health Issues
• Medication non-compliance
• Desire to be assigned to another Staff
• Lease violations or Eviction from their unit
• Legal Status
• Loss of income and/or job

The Scope of Required Services (SRS) is a March 2, 2026, 16-page document which defines the specific activities, supports, and deliverables that must be provided under the program.

The Los Angeles Homeless Services Authority (LAHSA) maintains the right to make changes related to prioritization, matching, and other aspects of the implementation of the complete Coordinated Entry System, as well as this SRS and accompanying documents.Any Programchanges or updates will be noticed to Programs through policies, interim guidance, and other forms of communication as it deems necessary,

The TLS Program will support three pathways to permanent housing based on the assessed needs of participants. The pathways will be:

1. A Bridge to Independent Housing, for those who can build income and will be able to sustain permanent housing on their own by the completion of the program;
2. A Bridge to Affordable Housing, including subsidized housing, for those expected to be limited to a fixed income; or
3. A Bridge to Permanent Supportive Housing(PSH), for those who need intensive health services and permanent rental assistance.

GOAL
The primary goals of the TLS Program are to:

1. Stabilize households post-move-in by assessing participant needs and helping participants develop housing and case management plans that incorporate income and benefit acquisition, rent payment plans, and long-term housing stability.
2. Help households that do not need long-term supports to increase their income and take full responsibility for paying their rents by the completion of the program, with progressive responsibility for their rent payments over the course of program participation. 
3. Help households that need longer-term support to enroll in benefit and mainstream social service programs and maximize their opportunities to transition to affordable housing, subsidized housing, or permanent supportive housing.
4. Prevent returns to homelessness by implementing proactive support strategies that promote long-term housing retention and address underlying barriers to stability.

Client Rent Contributions:
Participants are required to pay a portion of their rent, starting no later than month four of their lease.
