9/27/2001  "On September 11, 2001 Colorado and the United States of America experienced the most horrific loss of life and property due to terrorist acts in the history of this union.

Citizens of the United States have acted to help at an unprecedented level of commitment to other Americans and to the country. In response to the potential for additional terrorist activity across the country, President Bush has taken significant steps to heighten homeland security. Today I received a request from President Bush to activate certain elements of the Colorado National Guard for the purpose of increasing commercial airport security in the State of Colorado. I am grateful to the men and women of the Colorado National Guard for their willingness to serve the State and the country and now turn to them in Colorado’s time of need.

Accordingly, I hereby declare that a state of disaster emergency has existed since September 11, 2001 due to the terrorist attacks on the United States. I find that an imminent threat continues to exist with regard to homeland security and specifically in connection with commercial airline security. Then November 7, 2001

Creation of the Office of Preparedness and Security  Under the Department of Public Safety 

Therefore, under the authority given to me by the general assembly, I am creating the Office of
Preparedness and Security within the Colorado Department of Public Safety. Through this
executive order, I am also creating within the Office of Preparedness and Security the Office

And on 12/6/2001
On November 7, 2001, Executive Order D 018 01 was issued pursuant to C.R.S. 24-32
2104 declaring a disaster emergency existed due to potential threats exposed by the
events of September 11, 2001. On December 6, 2001 I amended this order and ordered
