State Allocation Board website is directed to The Office of Public School Construction (OPSC)

The OPSC is under the authority of the state of California’s Department of General Services. As staff to the State Allocation Board (SAB) the OPSC implements and administers a $54.5 billion school facilities construction program. Its responsibilities include the following:

  • Processing and funding school facility construction grant applications
  • Assisting school districts throughout the life cycle of a school facilities construction project
  • Auditing school facility construction project expenditures
  • Accounting and reconciliation functions
  • Providing administrative support for the SAB
  • Preparing regulations, policies and procedures in order to carry out the mandates of the SAB

The OPSC prepares agendas for the SAB meetings to keep record of all past and present SAB actions. Stakeholders use the agenda to track the progress of specific projects and/or availability of funds.

State Allocation Board (SAB) membership has only two representatives from Los Angeles County. The board is comprised of:

  • Director of Finance (the traditional chair) - Mr. Joe Stephenshaw
  • Director of the Department of General Services - Ms. Ana Lasso
  • Superintendent of Public Instruction - Mr. Tony Thurmond
  • Three members of the Senate
    • Sen. Sasha Perez - D (25th) Youngest State Senator in California. Los Angeles County.
    • Sen. Roger Niello - R (6th) Set to be minority leader in California Senate after November.
    • Sen. Christopher Cabaldon - D(3rd) First Filipino-American Senator in California.
  • Three members of the Assembly
    • Assemblymember Dr. Darshana Patel - D (76th) - San Diego County
    • Assemblymember Laurie Davies - R (74th) - Orange County
    • Assemblymember Sharon Quirk-Silva - D (67th) - includes LA & Orange County
  • One appointee by the Governor
    • Mr. Jeremy Smith

The SAB meets monthly

  • Apportion funds to the school districts
  • Act on appeals
  • Adopt policies and regulations
