The conclusion of a Nov 2020 research is surprising: "Surgical patients using cannabinoids are at potential increased risk for negative perioperative outcomes."

Does Los Angeles City Cannabis regulations or commission reflect the conclusion with established warning notifications? 

November 2020:

American Society of Regional Anesthesia and Pain Medicine charged the Cannabis Working Group to develop guidelines for the perioperative use of cannabis in 2020.  A committee was created "Perioperative Use of Cannabis and Cannabinoids Guidelines Committe" with these objectives

  • Draft a response to nine key questions using a modified Delphi method
  • Produce a document focused on the safe management of surgical patients using cannabinoids
  • Consensus recommendation with 75% in agreement

Conclusion

  • "Nine questions were selected, with 100% consensus achieved on third-round voting. 
  • Topics addressed included 
    • perioperative screening
    • postponement of elective surgery
    • concomitant use of opioid and cannabis perioperatively
    • implications for parturients
    • adjustment in anesthetic and analgesics intraoperatively

Los Angeles City regulations concerning Cannabis include

Sec. 22.1100. Cannabis Commission. (a) Establishment. A Cannabis Regulation Commission is hereby created that shall have the powers, duties and responsibilities set forth in this chapter and elsewhere in the City Charter, Los Angeles Municipal Code and Los Angeles Administrative Code. The Commission shall have five members. (b) Appointment. Members shall be appointed and may be removed in accordance with Charter Section 502. (c) Terms of Office. The members of the Commission shall have four-year, staggered terms beginning with the first day of July of the respective years. The original five members shall be appointed for such terms as shall cause one term to expire on the date of June 30 in two years, two terms to expire on the date of June 30 in three years, and two terms to expire on the date of June 30 in four years. (d) Qualifications. Members shall be appointed in accordance with Charter Section 501(d). One member of the Commission shall be an elected member of a Neighborhood Council at the time of the appointment. No person shall be appointed to the Commission who was a registered lobbyist or required to be registered as a lobbyist for any cannabis-related activities for the 12 months prior to appointment.
