An impact statement was filed by the Granada Hills Neighborhood Council supporting the increase: "GHNNC Advises: Trash left behind by street vendors and sidewalk
restaurant vendors is attracting wildlife which feed on the trash and leave trash and their waste
strewn around local neighborhoods. The taxpayers are paying for the cleanup behind the street
vendors and sidewalk vendors who are bringing cash profits to themselves and not the local
community."
