A curious flag was presented at the June 13th press conference by Governor Newsom as a framed representation on a brick wall...presumably outside a structure.
June 10th he presented a nine minute speech "Governor Newsom’s Address to California: Democracy at a Crossroads." articulating his angst over the President, including invoking a reference to America's Founding Father's and Democracy. June 13th evening he again articulated his displeasure of the President, including the Parade and events celebrating the 250th anniversary of the Army. "A Vulgar Display Of Weakness" BUT the backdrop behind the Governor was a State flag with muted colors, including "California Republic" not in black but rather muted so it was similar to the background and the width was lopped on the right - giving the illusion the bear was off centered! "“Today is a big day for the Constitution of the United States, for our democracy,” Newsom said. “And I hope it’s the beginning of a new day in this country when we push back against overreach, we push back against these authoritarian tendencies of a president that has pushed the boundaries, pushed the limit, but no longer can push this state around any longer.”
The design and color scheme of the California official State Flag was codified in 1953. The bear is outlined in black, while the characters for "California Republic" are also black.

Flag - California State Capitol Museum "The California State Flag, also known unofficially as the “Bear Flag,” is the oldest unofficial State Symbol. Though it came into existence during the short-lived Bear Flag Revolt in the spring of 1846, it was not officially adopted as California’s official State Flag until 1911. Its full design and color scheme were not settled upon by the Legislature until 1953."
The final flag design was adopted from the now lost Bear Flag, employing a red star in the upper left corner and a red stripe at the bottom. Above the stripe is the legend “California Republic.” The image of the California grizzly bear that is emblazoned in the center was inspired by a nineteenth century painting by California artist Charles Nahl.
