Many statutes, legislation enacted, have an effective date. Such as AB660 - which would "instead require, on and after July 1, 2026, a food manufacturer, processor, or retailer responsible for the labeling of food items for human consumption that chooses, or is otherwise required by law, to display a date label to communicate a quality or safety date on a food item manufactured on or after July 1, 2026, to use specified uniform terms on the date label, as provided."
Those statutes which do not specify an effective date are subject to a default start date of January 1st following enactment, as defined in the California Constitution, Article IV, Section 8; with some exceptions.
Statutes enacted in a regular session
- Go into effect on January 1 next following a 90-day period from the date of enactment of the statute
- Example: Bills signed by the Governor 9/29/24 will be effective 1/1/25.

- Statutes enacted in a special session
- Go into effect on the 91st day after adjournment of the special session at which the bill was passed.
- Example: California Senate passes oil bill (Senate 23 to 9) in special session. Assembly Bill 1. It will now go to the Assembly for a vote on Monday 10/28/24. If passed in the Assembly and nothing is added or noted in the bill, it will become effective 91 days after signed by Governor Newsom (who initiated the bill). AB1 sunsets (expires) Jan. 1, 2033.

Further parameters exist in Article IV, Section 8 (c) (2) if the bill is passed
- if the bill is passed on or before the date the Legislature adjourns for a joint recess to reconvene in the second calendar year of the biennium of the legislative session",
- other than a statute establishing or changing boundaries of any legislative, congressional, or other election district"
HOWEVER, an immediate effective date occurs for statutes
- Calling elections
- Providing for tax levies or appropriations for the usual current expenses of the State
- Urgency statutes shall go into effect immediately upon their enactment.
- Those necessary for immediate preservation of the public peace, health, or safety.
- A statement of facts constituting the necessity shall be set forth in one section of the bill.
- In each house the section and the bill shall be passed separately, each by rollcall vote entered in the journal, two thirds of the membership concurring.
- An urgency statute may not create or abolish any office or change the salary, term, or duties of any office, or grant any franchise or special privilege, or create any vested right or interest.
