Measure G had 10 stipulations including establishment of a Governance Reform Task Force and expansion of the County Board from five to nine Supervisors post 2030 redistricting.

Noteworthy, is the fact most legislation by the County Board of Supervisors is imposed on unincorporated communities and NOT the residents of the City of Los Angeles.

Measure G was written by the LA County Counsel at the directive of the Board of Supervisor Chair Horvath. Chair Horvath Launches Measure G Implementation with Governance Reform Task Force -. It appeared on the November 5, 2024 ballot and voters approved it.  It was a very complex proposition with 10 issues compiled into one measure:

  1. By 2026, the amendment will require all non-urgency legislation to be publicly posted for at least 120 hours before the Board of Supervisors takes action. 
  2. By 2026, establish an independent Los Angeles County Ethics Commission, an Office of Ethics Compliance and the position of Ethics Compliance Officer;
  3. By 2026, require all items of business of the Board be on the posted agenda at least 120 hours before a regular meeting;
  4. By 2028, establish the office of an 
    • Elected County Executive
    • Director of Budget and Management
    • County Legislative Analyst;
  5. Expand the membership of the Board of Supervisors from five to nine following the 2030 redistricting process;
  6. Establish a Governance Reform Task Force and Charter Review Commission;
  7. Authorize the suspension, with or without pay, of an elective County officer
    who has been criminally charged with a felony related to a violation of official duties;
  8. Prohibit former County officials for a minimum of two years after leaving
    County service from lobbying the County; HOA.104862270.16
  9. Require the presentation of department budgets during a public meeting;
    and
  10. Be funded with existing County funding sources and result in no additional
    costs to, or taxes imposed on taxpayers, with any implementation costs to be offset by
    cost savings, as determined through the annual County budgeting process.
