Garcetti Increases LAPD Operating Budget After Two Years of Reductions

May 18, 2022 -  The LA City budget is $11.8 billion

LAPD

  • $1.9 billion - a $87 million increase
  • Will allow for hiring a projected 780 officers
    • Legal analysts suggest significantly less would 
  • Received one dissenting vote, Councilman Mike Bonin who said "the narrative in the media and political campaigns is that you combat crime with cops, but ...we still haven’t made the long arc change, the big pivot, to how do we do the prevention stuff?"

 The overall  budget also expanded funding for alternatives to policing 

HOMELESS

  • $8 million increaseCIRCLE initiative which dispatches homeless services teams with Urban Alchemy to nonviolent 911 calls regarding homeless people — from $3 million to $8 million
  • $377 million - Permanent supportive housing
  • $208 millionProject Homekey
  • $  17 million - Interim housing
  • $  50 million - Supportive services 

Expansion of Comprehensive Cleaning and Rapid Engagement (CARE/CARE+) program that cleans at encampments from 22 to 28 teams and double the staff responsible for illegal dumping cleanup and bulky item cleanup.

OTHER

  • $5 million - decarbonization and solarization of city buildings
  • $25 million - help restaurants and small businesses recover from the COVID-19 pandemic
  • $25 million - business assistance programs in disadvantaged areas
  • $200 million - improve Los Angeles street conditions - 6,500 lane miles 

May 2021 - LA City budget is $11.2 billion (624 pages)

$89 million from Police funding diverted to

  • Anti gang initiatives
  • Universal income programs
  • Homeless services
  • Education and jobs initiatives

The signed budget features the City’s largest-ever investment to confront the homelessness crisis at $791 million, which more than doubles its current spending.


July 2020 -  The LA City budget is $10.5 billion (504 pages)

$150 million reduction in $1.86 billion police budget

  • Applied to limit the furlough of municipal employees. In April, Mayor Eric Garcetti proposed furloughing 15,000 civilian employees due to the revenue shortfalls brought on by the coronavirus pandemic.
  • Remaining money will be saved and invested in underserved areas and communities of color.
