The significance of the creation of the Office of Strategic Capital to fund an alliance between the SBA & DOD is realized in subsequent public sessions at the Reagan National Defense Forum today:

NAVY

• $27 billion budget 
• 7 ship builders at maxed capacity
• We need 8-9 shipyards
• 355 ships is a statutory requirement but it is treated as a advisement
• China has 400 ships and they are building more and better
• We have 25 ships in the European. Theater more than anyone else.
• USNavy is in contact with competitors every single day note: terminology was competitor not enemy or adversary)

BUY AMERICAN BUY ALLY 

• We are sending a strong signal to industry we need a steady supply
•  Steady clear predictable signal to the suppliers for the production line
• Stop alliance with adversarial countries
• The systems put in place in the 1960's under  MacNamara don't work with today's technology but notthe framework is there for quality
• The industrial base has not been supported over time
• Fourth level suppliers are not being vetted nor are waivers used
• China, South Korea, and Taiwan are the source locations for Semiconductors, with China leveraging control over Taiwan & South Korea by a looming presence
• One panel member suggested keeping China friendly to allow our strength & material efforts focused on Ukraine
