The key indicators, proof, of equity by WeDrawTheLines Commission (2020 California Citizens Redistricting Commission)and the Democratic Congressional Campaign Committee (DCCC) is:
Population demographics and not
construction potential or existing, industry, manufacturing, education, military, environment, farming, or any economic indicators.
And yet the Constitutional parameters for determining equitable districts is only population, head count, and not ethnic origin or skin color, because the basis of, reason for, the census was determining Congressional seats, a percentage of the maximum of 435 seats available.
According to the U.S. Census website:
Congressional districts are the 435 areas from which members are elected to the U.S. House of Representatives. After the apportionment of congressional seats among the states, which is based on decennial census population counts, each state with multiple seats is responsible for establishing congressional districts for the purpose of electing representatives. Each congressional district is to be as equal in population to all other congressional districts in a state as practicable. About Congressional Districts
The sixty-page August 15, 2025, statement from the Democratic Congressional Campaign Committee Statement on Submission of California Congressional Map includes this introduction as well as maps for the changed Congressional districts.
"Our proposed map was created using traditional redistricting criteria, consistent with guidelines laid out by the California’s Citizen Redistricting Commission. It allows for more compact districts than in the current Commission-drawn map, keeps more communities and neighborhoods together, splits fewer cities, and makes minimal disruptions to the Commission- drawn map so as to impact as few residents as possible. "
This input was both general comments and redistricting comments coming from diverse sources – including live meeting testimony, emails, letters, phone calls, maps and supporting documentation.
The Redistricting Public Input Data Dashboard "...presents records, tables, charts, graphs, and maps of all of the comments submitted to the Commission prior to the issuance of the Final Maps."
The elected California Citizens Redistricting Commission statement, on the banner of their website, addresses replacement of the maps through Proposition 50 a mid-decade redistricting:
"The Commission has absolutely no involvement in the Governor’s efforts to replace the state’s Congressional maps. The Governor’s proposed Congressional maps were drawn by the Legislature, not the Commission. In addition, the Commission has no affiliation with any organization lobbying for or against this proposition. 26th District: Julia Brownley -
The proposed map extends the existing district covering out to Oxnard and Ojai up into the Kern County line into northern Los Angeles County across Antelope Valley
27th district: George Whitesides
The 2015 issues of Aliso Canyon were changed from the 30th Congressional District to 27th after the 2021 maps were drawn. The Santa Susan Fields Lab issues related to West Hills, Canoga Park, & Chatsworth will become Whitesides battle. As well as the less noted but equally toxic percolate dumped down the hillside above West Hills and adjacent to Bell Canyon & Box Canyon.
29th District: Luz Maria Rivas
The proposed map has less broad geographic changes than the other four districts of the SFV, by trading off the western boundary to the 27th and adding a wider eastern boundary by absorbing some of the western boundary of the 30th
30th District: Laura Friedman
The proposed map expands the geographic dimension of the northern aspects of the district in length and width, all the way up to Acton!
32nd district: Brad Sherman The 16 term Congressman Sherman has seen 3 changes since original elected (2001, 2011,2021) but he is quiet about the proposed district lines. The new map boundaries remove Calabasas, West Hills, Canoga Park, & Chatsworth in favor of adding Simi Valley to the 32nd district. The most pressing issue concerning Sherman, should he win re-election will be the issues of Santa Susana Field Labs as it affects Simi. The 2015 issues of Aliso Canyon were removed from his district after the WeDrawTheLines Commission 2021 maps were drawn.
