According to the State of California Natural Resources - bond accountability website 

"The Tujunga Spreading Grounds (TSG) is an existing Los Angeles Department of Water and Power (LADWP) facility that collects stormwater from the Tujunga Wash and infiltrates it into the San Fernando Groundwater Basin (SFB). During high flows, the TSG is able to capture and recharge about 8,000 acre-feet per year (AFY). "

A $7,450,000,000 bond was approved by voters via Prop 1 of 2018.  A seven-million-dollar upgrade of the TSG, doubling the 8,000 AFY capacity, was allocated out of that bond.   Completion of that upgrade is on track for June 2024. It will 

"Prop. 1, Multibenefit Stormwater Management Projects".

The State Water Board is administering Prop 1 funds for five programs.  There are 33-line items in the September 2022 accounting, with a balance of $146,396,767 unallocated. That report is visible here:   Prop_1_Allocation_Balance_Report.pdf:

These seven allocations account for 77% of the $7,450,000,000 bond distribution. The seven-million-dollar upgrade of the TSG is .0009% NOT EVEN 1% of the bond distribution.

While the expansion of the TSG will double capacity, there is no mention of the aquifers being diverted for the Cadiz project AND/OR contamination of water collection sites as well as the aquifers and groundwater, such as the Santa Susana cleanup location.
