The Los Angeles Continuum of Care Board is considering revisions to the priority list ranking policy. Changes being considered are 

  • Tier 1 and Tier 2 ranking eligibility (including for projects exempt from reallocation)
  • Incentives for voluntary partial reallocation for projects with consistent underspending
  • Promotion of performance improvement for projects identified for technical assistance.

HUD requires CoCs to review all project applications submitted to the CoC for inclusion in the Consolidated Application to HUD and 

  • either accept and rank, or 
  • reject 

All project applications approved by the LA CoC must be listed on the Project Priority Listing (“Priority List”) 

  • in rank order
    • Tier 1 and Tier 2 
    • to encourage continuous performance improvement and local competition.
  • except the project application for
    • CoC planning
    • YHDP (Youth Homelessness Demonstration Program) renewal projects which are not ranked.
