A Portrait of Los Angeles County Human Development Report 2017-2018 from Measure of America is a nonpartisan program of the Social Science Research Council (SSRC), focused on well-being and opportunity in America.
Recommendation: Instruct the Executive Officer of the Board to negotiate and execute a contract with a consultant to facilitate the development and implementation of recommendations resulting from the report, “Portrait of Los Angeles County: Advancing an Action Agenda to Improve Individual, Family, and Community Well-being” and its data, in an amount of $125,000, fully funded through a Quality and Productivity Commission’s Productivity Investment Fund grant, at no Net County Cost; and execute amendments to the contract, as needed for the success of the project. (17-2552) Eric Preven addressed the Board.
On motion of Supervisor Barger, seconded by Supervisor Solis, this item was approved.

It examines well-being and access to opportunity using the human development framework and index, presenting American Human Development (HD) Index scores for LA County places and demographic groups and exploring a range of critical issues, including health, education, living standards, environmental justice, housing, homelessness, violence, and inequality."

A Portrait of California 2021–2022 -from Measure of America. "Using the American Human Development Index (HDI), it presents a detailed picture of how Californians are doing on three key dimensions of well-being—a long and healthy life, access to knowledge, and a decent standard of living."
Looking at scores by race and ethnicity, however, reveals that of the state’s six major racial and ethnic groups, only two—Latino and Asian Californians—have seen improvement in overall well-being.
