Continuation of Proclaimed L.A. Local Emergencies

Emergency proclamations are subject to a review of services provided, need, & severity every 60 days, per State Law. However, the fruit-fly infestation proclamation is 33 years old.

The L.A. County Board of Supervisors 3/6/24 meeting agenda includes a recommendation to Adopt and instruct the Chair to sign six resolutions to continue the proclaimed local emergencies.  

State Law requires the Board 

  1. Review the need for the local emergency to remain in effect at least once every 60 days, until it is
    terminated by the Board;
  2. Proclaim the local emergency terminated at the earliest possible date that conditions warrant.

Fruit Fly Infestation proclaimed May 10, 1990.  

"The proclaimed local emergency for the fruit-fly infestation has been in effect since May 10, 1990, and continued by the Board thereafter. At this time, conditions of disaster or of extreme peril to the safety of persons and property caused by the infestation of fruit flies continue to exist; this warrants the local emergency being continued by the Board.
The infestation of fruit flies is an ongoing and persistent local emergency in the County, which
continues to present a significant and clear threat to agriculture and the overall economy of the
County. In addition to posing a threat to a wide variety of commercial crops, invasive fruit flies
threaten loss and damage to the natural environment, including native plant species, private and public property, and food supplies. These conditions are or are likely to be beyond the control of the resources of the County and require the combined forces of other political subdivisions to combat. By continuing the local emergency, the County may utilize emergency measures and resources to mitigate the impacts of the invasive fruit flies. "


Homelessness proclaimed January 10, 2023

" The proclaimed local emergency for homelessness has been in effect since January 10, 2023, and
continued by the Board thereafter. At this time, conditions of disaster or of extreme peril to the safety
of persons and property caused by pervasive and pernicious homelessness continue to exist; this
warrants the local emergency being continued by the Board.
Homelessness is an ongoing local emergency in the County, whose conditions include a continuing
high number of unsheltered homeless individuals and a critical threat to the physical and mental
health and safety of those experiencing homelessness, as well as the public health and well-being of
the surrounding community. These conditions are or are likely to be beyond the control of the
resources of the County and require the combined forces of other political subdivisions to combat.
The County's response to mitigate these conditions include 

  • an initial focus on resolving encampments
  • addressing insufficient housing
  • furnishing mental health and substance use disorder services. 
  • The County's emergency authorities related to the use of accelerated hiring, procurement, contracting, spending, housing, and services are critical to respond to homelessness in the County. 
  • Additionally, the combined forces of other jurisdictions are imperatively needed to combat the current conditions of homelessness, including coordinating resources and response efforts to resolve encampments and find housing solutions. 
  • By continuing the local emergency, the County may utilize emergency measures and resources to mitigate the impacts of pervasive and pernicious homelessness.
