The last time a delay for the "largest ever" Powerball occurred was in 2022.

A former lottery official described the possible reason: "Terry Rich, a former director of the Iowa Lottery who also served on the Powerball board, told the Associated Press the delay was likely due to a two-part verification system of ticket sales that makes use of an outside vendor to ensure all is in order before the game's numbers are drawn."
That delay was 45 minutes and no first prize winner occurred, although a player in Michigan and another from New Jersey picked 5 numbers but not the Powerball number and they won $1,000,000 each. Additionally, New Jersey has an option to double the "second place" and they won $2million!
Then a month later a delay lasted until the following morning! The Nov 7th, 2022 drawings were for $2.04 Billion! (63% larger than todays $1.3 billion) And they too were delayed, but no revelation of which jurisdiction, state, occurred this time. A California ticket was the single winner of the top prize.

- The Minnesota Lottery has a contract with a central gaming system vendor that is responsible for printing tickets and recording each lottery transaction to verify a ticket is authentic.
- The Minnesota Lottery has a contract with an independent internal control system vendor that is responsible for checking the work of the central gaming system.
What Happened on Nov. 7?
On Monday, Nov. 7, the Minnesota Lottery’s two vendors were not able to communicate in real time, which delayed our ability to balance......Therefore, at about 2:15 a.m., we made the decision to start over processing the entire day’s sales data. Because of the tremendous number of sales, this process took about 5.5 hours. The Minnesota Lottery was able to confirm sales data and was in balance at 7:50 a.m. on Nov. 8. This cleared the Multi-State Lottery to conduct the drawing, which occurred at 7:54 a.m. At no time was the sales data or the game compromised
The Multi-State Lottery Association (MUSL) manages the Powerball sales and distribution of prizes in 48 locations (45 states).

California Lottery is managed by a Commission. The Commission consists of five members appointed by the Governor with the advice and consent of the Senate. These appointments meet the requirements of the Lottery Act, which specifies that:
- No more than three members can be from the same political party.
- One member must be a certified public accountant.
- One member must have at least five years of experience as a law enforcement officer.
