Will LAPD Chief Selection Impede Local Candidates?

The contracted recruitment for a new LAPD Chief, based on "it is not economical or feasible for Personnel to have the work performed by its own employees" is a 10-step process.

Bob Murray & Associates was hired in 2002 and once again in 2024 to select candidates for LAPD Chief. His compensation in 2024 is $65,000 to vet 10 to 20 candidates and then eventually three final candidates to lead the LAPD. 

The March 1st, thirty-seven-page contract, with Murray & L.A. City, includes an introduction of why it was necessary to hire an agency and specifically Bob Murray & Associates, including these "WHEREAS...":

  • by reason of the nature and length of the services required by this Contract it is not economical or feasible for Personnel to have the work performed by its own employees; and
  • Contractor has specialized experience in law enforcement executive recruitment and has conducted over 200 successful searches.....over the last 20 years
  • Contractor has demonstrated its experience...by previously conducting an LAPD Chief of Police search...in 2002*
  • ....competitive bidding under Charter Section 371 is neither practicable, nor advantageous, not consistent with City's interests

The Recruitment Process

Step 1 Develop the Candidate Profile

  • Contractor's staff, Joel Bryden and Adele Frese
    • will meet with the Personnel Department and key stakeholders to learn as much as possible about the ideal candidate for the Police Chief position
    • will review and help define the City's wish-list regarding the ideal candidate's personality, management style, knowledge, skills and abilities and will work with the City to identify expectations regarding education and experience
    • The Personnel Department and Mr. Bryden and Ms. Frese will discuss compensation, benefits, and other key information necessary to ensure that outstanding candidates are attracted to this opportunity
    • The profile Contractor develops together at this stage will drive subsequent recruitment efforts
  • Optional Service Community & Staff Involvement
    • If the City of Los Angeles desires, Contractor will work with the Personnel Department to create a customized community and/or staff input process

Step 2 Design/Distribute Brochure and Advertisements

City of Los Angeles, CA Chief of Police Filing Deadline: June 16, 2024

The current annual salary range for the Chief of Police is $392,774 to $487,986. It is anticipated that the salary range starting on July 1, 2024 will be: $408,475 to $507,509 The City also offers a highly competitive benefits package.

Qualified candidates will possess at least ten (10) years of progressively responsible law enforcement experience, including senior executive assignments and management of community policing efforts, preferably with a large metropolitan police agency.

  • Mr. Byden, Ms. Frese, and Personnel’s Recruitment Coordinator will conduct detailed reference checks for up to three (3) final candidates…
  • Personnel’s Recruitment Coordinator will work with candidates and Contractor’s professional backgrounding firm, HireRight, to conduct
    • Credit
    • Civil litigation
    • Motor vehicle record checks and
    • Verify candidates’ degrees.

Step 10 Assist in Negotiations

  • Under the direction of Mr. Bryden and Ms. Frese, Personnel's dedicated Recruitment Coordinator will conduct a review of published print and online articles for each recommended candidate.
  • Based on Contractor's findings...Mr. Bryden and Ms. Frese will recommend a limited number of candidates for Personnel's further consideration.
  • Mr. Byden and Ms. Frese will be present on-site during the interviews....

 


*William Bratton was hired as the 54th Chief of LAPD in 2002, when Murray’s agency was used to present candidates to the L.A. Police Commission. Bratton had the distinction of serving as the Chief/Commissioner of Police Departments in Boston(1993-1994), New York(1994-1996 & 2014-2016), and Los Angeles (2002-20009).

  • "The salary range for the Chief of Police is $168,105 to $252,147. The City also offers a generous benefits package that includes retirement, medical, dental, life, and disability insurance, vacation, and sick leave."
  • "Ten years of progressively responsible police service experience including experience at the senior executive level is required."
  • "Following the closing date, resumes will be screened against the criteria outlined above. The most qualified candidates will be invited to interview with Bob Murray and Associates and the Police Executive Research Forum"
  • "Finalists will be invited to interview with the Los Angeles Police Commission. Those that move forward will interview with the Mayor."
  • The Police Executive Research Forum is ANOTHER non-profit. It is based out of Washington D.C. and was established in 1976. There are no currently listed leadership as President or Vice-President. One of the services listed is Executive Recruitment.
