Cool Down at Coffee Shops, Malls, Big Box Stores, & Taxpayer Facilities
The Cool Spot is a part of the City of Los Angeles Climate Emergency Mobilization Office (CEMO). "CEMO is catalyzing collaborative and equitable climate solutions to co-create community climate resilience & thriving, healthy communities for all of the City of Los Angeles."
The Mayor and the City Council appointed the Climate Emergency Mobilization Commission (CEMC) to advise the City Council and Mayor in the creation of equitable climate policies.
CEMC members include equitable representation from the top 10% pollution-burdened areas of LA per CalEnviroScreeN youth, labor, Indigenous Tribal leadership, and climate-health experts.

- Was launched June 28,2022 through Ordinance no.187126 (by the Mayor & City Council)
- Has 19 voting members (Terms are 5 years, after an initial 5, 4, or 3 years)
- 7 represent area in the top 10% pollution-burdened segment (per CalEnviroScreen data)
- 3 Indigenous members, with one from each of the following
three historic local tribes: Gabrielino-Tongva, Fernandeno-Tataviam Band of
Mission Indians, and Chumash. - 3 members that are policy experts on climate change/air quality, toxics, and/or workforce.
- 1 member that is an owner of a Small Business.
- 2 youth members that are under the age of 24; provided, however, that their terms shall automatically expire and their seat shall become vacant upon turning 24 years old
- The President of the City Council shall appoint one member.
- The Chair of the ENERGY, CLIMATE CHANGE, ENVIRONMENTAL JUSTICE, AND RIVER COMMITTEE (ECCEJR) shall appoint one member
- 7 represent area in the top 10% pollution-burdened segment (per CalEnviroScreen data)
- The Commission's Executive Director, Marta Segura, is also Director of CEMO
- The Director shall have the power and duty,
