Debris Cleanup in Pacific Palisades

Mayor Bass alluded the City controlled the clean-up of Pacific Palisades; but did not acknowledge Pres. Biden's 1/13/25 letter directing FEMA to provide 100% funding for fire costs.

FEMA was established in 1979 by way of an Executive Order from President Carter.  Federal Register :: Executive Order 12127

January 8th, 2024 President Biden announced 100% funding, despite the previous day FEMA offering 75% funding for FIREFIGHTING costs.  An amendment by FEMA was made 

"So today I'm announcing the Federal Government will cover 100% of the cost for 180 days.  This will pay for things like 

  • Debris and hazardous material removal
  • Temporary shelters
  • First responder salaries
  • and all the necessary measures to protect life and property

I told the government and local officials, spare no expense to do what they need to do to contain the fires in the communities that have been really devasted. We are doing literally everything we can at the Federal Level......"

The amendment by FEMA on 1/13/25 corresponded to the declaration by President Biden on January 7th:

 SUPPLEMENTARY INFORMATION: Notice is hereby given that, in a letter dated January 13, 2025, the President amended the cost-sharing arrangements regarding Federal funds provided under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”), in a letter to Deanne Criswell, Administrator, Federal Emergency Management Agency, Department of Homeland Security, under Executive Order 12148, as follows:

SUPPLEMENTARY INFORMATION: Notice is hereby given that, in a letter dated January 13, 2025, the President amended the cost-sharing arrangements regarding Federal funds provided under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the “Stafford Act”), in a letter to Deanne Criswell, Administrator, Federal Emergency Management Agency, Department of Homeland Security, under Executive Order 12148, as follows:

Therefore, I amend my declaration of January 8, 2025, to authorize Federal funds for debris removal and emergency protective measures, including direct Federal assistance, under the Public Assistance program at 100 percent of the total eligible costs for a period of 180 days of the State’s choosing within the first 270 days from the start of the incident period. The State must make this selection within 270 days from the start of the incident period.

Then on January 13th & 15th amendments were offered.
