Each year the Governor and Legislature work together to pass the state’s budget that determines how taxes will be spent on state-funded programs like education, healthcare, corrections, and human services through the state's General Fund. The California Budget Challenge simulates this process by presenting spending and revenue options to choose from in order to create your own state budget.
Following two years of large surpluses due to increased federal spending in response to the COVID-19 pandemic, California is now facing a projected deficit of approximately $20.4 billion in 2024-245. This is down from the projected deficit of $38.2 billion in the January budget. This is a result of lower General Fund revenues this year, and consequently, many of the multiyear spending commitments from 2021-22 and 2022-23 are no longer affordable. The Governor is proposing spending cuts and delays to close the budget gap in 2024-25, along with shifting some planned college student affordable housing and climate spending to bond measures.
The webinar will provide background information on the current state of the California budget and present proposals considered this year in the Legislature and Governor's 2024-25 budget and May Revision that participants will be able to vote on in crafting their own state budget.
