The City of Los Angeles Charter was originally adopted by the voters in 1925. It was reaffirmed by a new Charter effective 7/1/00. But those serving 49 boards & commission are appointed.

Residents elect every four years:

  • Mayor (2 term limit)
  • City Controller
  • City Attorney
  • 15 City Council Members (3 term limit)

Appointed by the Mayor/approved by the City Council

  • Members of 49 Boards & Commissions
    • The Board of Public Works is the only full-time, paid Board.
    • The Administrative Code authorizes other Boards and Commissions to receive a $50 stipend per meeting attended though stipends are typically waived
    • Appointees must be voting residents of the City of Los Angeles
    • Appointees cannot be members of the City Council
    • Appointees cannot sit on more than one Board or Commission at a time
  • General Managers - heading 44 departments and bureaus

The new City Charter, effective July 2000, provided for the creation of a Citywide System of Neighborhood Councils.
