However, in an interview with NBC, newly elected US Senator Adam Schiff said "My initial understanding is the reservoirs that the Palisades were drawing on, these three-million-gallon reservoirs, were full at the initiation of these fires."
NOTE: If the cover was removed to repair the reservoir, could the water have been converted/designated as " non-potable water for emergency use" rather than drained?

Water for L.A., press release on 8/19/24 announced the adoption of LA County Water Plan by The Los Angeles Department of Water and Power Board of Commissioners, it included a link to the approved plan ....which is dated 2023! LA County Water Plan | Home.
Within the plan discussions about wildfires are primarily about the effects. "Mitigating the impacts of wildfire on our water supplies through coordinated efforts between land and water managers."
According to the DWP
"Within the Los Angeles basin, LADWP operates ten major active reservoirs and over 107 smaller storage facilities, all of which create operational flexibility to balance water supplies
and customer demands."

Similar to the in-city reservoirs, storage tanks provide the needed daily and emergency supplies for the community. Steel and concrete storage tanks have capacity ranging from 9,000 gallons to 30 million gallons, and their typical useful life is 60 years and 100 years, respectively.

Replace Aging Infrastructure: Total $629M (Capital $461M and O&M $168M)
Ensuring reliable water for domestic use and fire protection, replacement and repair of water pipelines and other water system facilities are critical priorities for the Water System. To address these priorities, the Water System has developed and continues to update the Water Infrastructure Program (WIP). To support the WIP, the Water System is developing an Asset Management process to assess the reliability of aging distribution mainlines, trunk lines, pump stations, pressure regulating stations, tanks, reservoirs, aqueducts, and meters and services and plan for appropriate ongoing maintenance and operations.
