The public has access to sessions via Zoom or a telephone option to learn about the study, relate your experiences related to the study parameters, and provide your information related to helping Caltrans reach the Federal Disadvantaged Business Enterprise (DBE) goals.

"A Disparity Study determines whether a government entity, either in the past or currently, engages in exclusionary practices in the solicitation and award of contracts to minority, women‐owned, and disadvantaged business enterprises. The primary goal of the study is to assess, quantify, and evaluate the prevalence, significance (degree and weight) and scope of discrimination in the marketplace. In a case filed in the U.S. Supreme Court in 1989, it was ruled that governments must establish a “compelling interest” to support the creation of contracting programs that specifically target minority – and/or women-owned businesses. "
Sessions will be conducted via Zoom with a telephone option; zoom/call-in information will be provided upon registering for a public meeting.

Caltrans has commissioned BBC Research & Consulting (BBC) to conduct a disparity study to understand conditions in local marketplace and collect information required for Caltrans to establish its next triennial Federal Disadvantaged Business Enterprise (DBE) goal.
