Is releasing a repeat sex offender by way of the Office of Diversion & Reentry program creating access to new victims & subsequent RE-ENTRY into the criminal courts.

The Judge who released Yara Vanessa Pineda has a controversial path of advocacy for the Office of Diversion & Reentry and who cites the failures based on it not fully funded by the LA County Board of Supervisors. And an open ended study of the program by the Supervisors.

There are 10 distinct Court Cases associated with  Yara Vanessa Pineda from February 19, 2021 to March 1, 2024, of which seven are assigned to Clara Shortridge Foltz Criminal Justice Center.

L.A. County Deputy Dist. Atty. Richard Ceballos, who was assigned to the case when Vasquez’s attorneys filed their motion to dismiss in 2016, had previously complained to Bianco that he believed Vasquez would reoffend and said he was extremely frustrated to learn Vasquez had once again been arrested in connection with sex abuse allegationsMan released for trial delay arrested on suspicion of child sex abuse - Los Angeles Times (latimes.com)

2022, July 18: Judge Bianco wrote an Op Ed in the LA times where he suggested L.A. County Office of Diversion and Reentry.

“… is not funded sufficiently to serve everyone who could benefit from its programs. …”

“ The L.A. County Board of Supervisors debated a motion in late June to increase the number of slots to 2,700 by July 1, 2023. Instead of committing to that modest first step, it passed a motion that calls for further study of potential expansion. This is a missed opportunity to expand ODR’s valuable work.” And

. “ODR offers other programs to hundreds of people who are referred from a criminal court to a mental health court, but with inadequate funding, some cases are dismissed from Bianco’s courtroom without any treatment or support, he maintains

"As of June, ODR had released more than 8,000 people from jail into community services via its various programs. Since the office launched, I have worked closely with it on a daily basis. Despite extraordinary challenges, I have seen its staff accomplish the seemingly impossible"

: Op-Ed: A homelessness and mental health program that works? Expand it - Los Angeles Times (latimes.com)
