The July 2025 fireworks explosion in Esparto, coupled with other recent firework-related incidents, prompted the establishment of the Public Safety Fireworks Enforcement Task Force

  • 1938 - California's Fireworks Law established the Office of the State Fire Marshal (SFM) as the only fireworks classification authority in California.
  • Fireworks are classified through laboratory analysis, field examinations and test firing of items.
  • SFM requires the licensing of all pyrotechnic operators, fireworks manufacturers, importer-exporters, wholesalers, retailers, and public display companies. 
  • Pyrotechnic operators who discharge fireworks at public displays or launch high powered and experimental rockets, must also pass a written examination and provide proof of experience.

State Approved Safe and Sane Fireworks - All items contained in these listings, with the exception of two categories, have been classified as "Safe and Sane" and therefore bear the State Fire Marshal's Safe and Sane Seal and may be sold from noon June 28th through noon July 6th each year, unless a local ordinance is adopted and is more restrictive.

  • Public Safety Fireworks Enforcement Task Force Report
    • On July 1, 2025, a tragic explosion occurred at a fireworks facility in Esparto, CA, tragically killing
      seven people. This explosion is one of the most significant incidents involving fireworks since
      the inception of the Fireworks Program. The initial findings from the Esparto incident, coupled
      with other recent firework-related incidents, prompted the OSFM to assemble and convene the
      Public Safety Fireworks Enforcement Task Force (Task Force)
    • The purpose of the Task Force was to conduct a comprehensive review of current state laws and regulations related to fireworks, propose changes to enhance public safety, and develop a robust Fireworks Program enforcement plan.
  • Fireworks Industries’ Recommendations Supporting the Office of the State Fire Marshal
    • But Esparto also exposed something much larger.
      It demonstrated that illegal fireworks and explosives activity in California has evolved far
      beyond isolated violations or occasional illegal sales. Sophisticated trafficking operations
      now involve interstate transportation networks, illegal storage locations, commercial-scale
      distribution activity, and increasingly dangerous products that can contain explosive
      compositions far exceeding what most consumers or communities realize.
    • This document presents a unified framework of statutory and regulatory solutions designed
      to reduce the likelihood of catastrophic illegal fireworks and explosives incidents, including
      events similar to the Esparto tragedy.
