Piqui's Law - Remains in Committee as of June 1st

A recent L.A. Times, in-depth article headlined an inmate's murder, within the confines of the LA County Jail, who controlled the inmate population despite & thru his confinement.

The basis for Piqui's law is the death of Piqui despite the pleading to the court by his mother of the unsafe situation with the biological father.  Aramazd Andressian Jr "Piqui" ("little one") was suffocated to death while sleeping in the backseat of his father's car in 2017, after going to Disneyland.   State List Child Murder Victims - CJE - 06.22.2023.pdf - Google Drive

The bill, introduced in February 2023,  is currently in the Judicial Committee. Bill Status - SB-331 Child custody: child abuse and safety. (ca.gov)

Piqui's law would require the Judicial Council to establish judicial training programs, which would be partially federally funded, for:

  • individuals
  • judges and judges pro-tem, who perform duties in family law matters including, among other topics:
    • child sexual abuse
    • coercive control

Statistics were also cited in the text of the bill:

  • Approximately 1 in 15 children in the United States is exposed to domestic violence each year.
  • Most child abuse in America is perpetrated in the family
    • By a parent
    • Intimate partner violence
  • A child’s risk of abuse increases after a perpetrator of intimate partner violence separates from a domestic partner, even when the perpetrator has not previously directly abused the child. 
  • Children in the United States who have witnessed intimate partner violence are approximately four times more likely to experience direct child maltreatment than children who have not witnessed intimate partner violence.
  • More than 75 percent of child sexual abuse in America is perpetrated by a family member or a person known to the child. 
  • Data from the United States Department of Justice shows that family members are 49 percent, or almost one-half, of the perpetrators of crimes against child sex assault victims younger than six years of age.
