LA County Board Supports HR 7038

Support for H.R. 7038 (Garcia): Guaranteed Income for Foster Youth Act Recommendation as submitted by Supervisors Horvath and Hahn: Direct the Chief Executive Officer, through the Legislative Affairs and Intergovernmental Relations Branch, to support H.R. 7038 (Garcia), legislation which would create a new Federal program to provide $1,000 a month for five years to young adults exiting foster care; and direct the County’s Legislative Advocates in Washington, D.C. to take the appropriate legislative advocacy actions to advance this effort. ELIGIBILITY.—Cash benefits and financial literacy education under the program shall be provided, on an unconditional basis, for youth who—

“(i) were in foster care after attaining 14 years of age;

“(ii) exited foster care after attaining 16 years of age; and

“(iii) have not attained 27 years of age.

HR 7038 was introduced by Robert Garcia (42nd Congressional District*) - and has only two  co-sponsors: Rep Ilhan Omar (MN #5) & Rep Barbara Lee CA #12)

The 42nd Congressional District is not in the San Fernando Valley; the district includes:

Avalon, Long Beach, Signal Hill, Lakewood, Bellflower, Downey, Bell Gardens, Commerce,  Cudahy, Bell, Maywood, Vernon, Huntington Park, Walnut Park, Florence-Firestone
