An October 2017 campaign promise by Gubernatorial candidate Newsom involved increasing the number of homes in California, by 3.5 million before 2025, whether thru incentivizing or streamlining.
There was an additional promise made to Californians, by the elected Governor Newsom: 1200 tiny homes. By 2023 it became a billion-dollar plan. Announcements in March 2023 detailed the California National Guard would be utilized to "...assist with preparing and delivering the small homes. "
And by April 2024 an audit of the money dedicated to housing for those homeless revealed disparities, inconsistencies, and even an absence of documentation. Report 2023-102.1

May 2024 - California Governor Newsom allocates funding for 200 homes for San Jose. No verbiage was included to suggest this was in addition or instead of actual homes as promised in 2023. However, a press release from the San Jose Mayor indicated the promise for funding to assist in providing homes was made in 2023. December 2024 - Mayor Karen Bass itemized the process and progress of the City's homeless programs, but no mention was made of receiving 500 homes from the State, or California National Guard, or any update on anticipated receipt of any homes. January 2024 - there were now 14,949,001 housing units. An increase of 713,800 2025 E-1 Press Release " California’s population grew by 108,000 persons in calendar year 2024 to reach 39,529,000 people as of January 1st, 2025, according to new data reported today by the California Department of Finance. Larger densely populated urban areas built most of the multi-family housing throughout the state.
