Flood Insurance Reform Act of 2011
With the signing of Executive Order 12148 on July 20, 1979, President Carter gave FEMA the dual mission of emergency management and civil defense.
Robert T. Stafford Disaster Relief and Emergency Assistance Act, PL 100-707, signed into law November 23, 1988; amended the Disaster Relief Act of 1974, PL 93-288.
This Act constitutes the statutory authority for most Federal disaster response activities especially as they pertain to FEMA and FEMA programs.
Then in 2011 Congress battled over H.R.1309 - Flood Insurance Reform Act of 2011,
"Providing for consideration of the bill (H.R. 1309) to extend the authorization of the national flood insurance program, to achieve reforms to improve the financial integrity and stability of the program, and to increase the role of private markets in the management of flood insurance risk, and for other purposes."
